Andrew Sibben armed robbery suspect

Andrew Sibben of Hoffman Estates was ordered held without bond Friday May 13, 2016 following his arrest as a suspect in a string of armed robberies. Sibben is suspected of committing several robberies starting May 8 through May 11, 2016 in Arlington Heights, Mount Prospect, Rolling Meadows and Streamwood.

Andrew Sibben, 41, was charged with four counts of armed robbery, aggravated robbery and possession of a controlled substance in connection with the robberies in Arlington Heights, Mount Prospect, Rolling Meadows, and Streamwood. At the time of his arrest, Sibben was already wanted on a warrant for an October 2015 armed robbery in Morton Grove.

Morton Grove police, responding to a regional alert, identified Sibben as a suspect in an October 21, 2015 robbery which had the “same modus operandi,” said according to assistant state’s attorney David Shin. Sibben was arrested as a suspect in the armed robbery of a cashier at Palace Cantonese Restaurant and also a Subway restaurant in Morton Grove in October 2015. Sibben allegedly had also attempted to rob Best Cleaners in Glenview in October 2015.

Recently, the first of the suspect’s alleged four robberies occurred Sunday, May 8, 2016 at 11:45 am at the Mobil gas station 1712 West Algonquin Road in Arlington Heights. Shin said Sibben displayed a handgun and demanded money from the clerk, who handed over $194. Shin said Sibben was captured by video surveillance leaving the gas station with the money in a plastic bag and getting into a white sedan. Arlington Heights police released none of the physical description information of the suspect on Monday May 9, 2016 until 3:41 p.m. — more than 24 hours after the armed robbery. Initially at 3:41 pm Monday, Arlington Heights Police Department only reported that an unknown offender displayed a handgun and demanded money from the cashier. Arlington Heights Police Department also apparently did not broadcast the armed robbery on the ISPERN (Illinois State Police Emergency Radio Network) radio channel, which is used to urgently alert area police departments in Illinois that a robbery or other serious crime has occurred.

At 3:45 PM Monday May 9, 2016 Arlington Heights police tweeted that they were investigating an armed robbery at the Mobil station and published an image of the suspect …

The second robbery occurred on Monday May 9, 2016 when Sibben allegedly robbed a Streamwood convenience store, taking about $1,400. The robbery occurred about 8:30 a.m. on Monday at the 7-Eleven store. Streamwood police broadcast the alert on ISPERN Monday morning, including descriptive information about a white 4-door sedan used to flee the robbery.

The third robbery occurred Tuesday May 10, 2016, at a Subway fast-food restaurant at 1705 West Algonquin Road in Mount Prospect. Shin said Sibben displayed a gun, demanded money and fled with $175 in a white sedan. The robbery occurred at 10:58 am. Mount Prospect Police Department released a statement about the robbery including a physical description, security image of the suspect, and a description of the vehicle used by the suspect at 4:15 p.m. the same day as the robbery.

Subway Armed Robbery Suspect Mount Prospect
Security image released by Mount Prospect Police Department: Armed robbery suspect at Subway restaurant on Algonquin Road in Mount Prospect on Tuesday May 10, 2016 at 10:57 a.m.

The fourth robbery occurred Wednesday May 11, 2016 at 11:14 am when the suspect allegedly fled with $418 after robbing the GameStop store at 1645 Algonquin Road in Rolling Meadows. Rolling Meadows police reported the crime in their police blotter (date unknown). Currently it is not believed that Rolling Meadows police released information about the robbery to the media. There was no mention of the GameStop robbery on the official Rolling Meadows Police Department Twitter account for the time period from May 11, 2016 to May 13, 2016. There was also no mention of the GameStop robbery on the official Rolling Meadows Police Department Facebook account for the time period from May 11, 2016 to May 13, 2016. Rolling Meadows police also apparently did not urgently broadcast an ISPERN message regarding the armed robbery to area Illinois police departments.

On Thursday May 12, 2016 Streamwood police arrested Sibben Thursday at a motel in Hoffman Estates, where they discovered property that included a pellet gun and several other items connected with the robberies. A small amount of drugs was also discovered, according to Shin. Police located Sibben at a motel where motel guests are required to register their vehicle.

Sibben, held without bond, is scheduled to appear in Cook County Rolling Meadows Court on Friday May 20, 2016 following a scheduled May 16, 2016 appearance at Cook County Skokie Court for the Morton Grove case. If convicted of the most serious charge, Sibben faces a minimum of 12 years in prison, prosecutors reported.

All suspects mentioned in criminal cases or reports are considered innocent until convicted in a court of law.

The delayed knowledge or entirely blacked out knowledge resulting from encrypted police communications may protect certain police operations and investigations, but it also puts the public at risk in situations such as when armed and dangerous offenders are at large and when other similar situations occur, such as when desperate offenders of property crimes are eluding police. In other cases, the delayed or blacked out information inhibits or prohibits the possibility of the public providing early witness accounts before a criminal trail goes cold. Citizens are much more likely to recognize or recall suspicious or criminal activity if they are aware of the criminal incident within minutes or hours of its occurrence. The most serious incident involving dire results would be a trail that is allowed to go cold in the case of child abduction.

The lack of real time information from public police dispatch also weakens an effective neighborhood watch program mostly working to prevent property loss, but also working to prevent possible violent crimes.

Hoffman Estates Female Teen Charged with Robbery in Ambush Attack on Kensington Dr, Streamwood

Gabriella Kennedy Streamwood Robbery SuspectGabriella Kennedy (Law Enforcement photo).

A Hoffman Estates teen, Gabriella Kennedy, 18, was ordered held on $125,000 bail Friday on charges she and a female juvenile co-defendant participated in robbing two men at gunpoint in Streamwood, just northeast of the intersection of Sutton Road and Schaumburg Road.

Prosecutors say Kennedy and the younger defendant met the two male victims at a party about a month ago. The girls met the male victims again on August 4, 2016 in Streamwood to smoke marijuana and drive around, according to Cook County assistant state’s attorney Caitlin Casey.

Next, the girls directed the male victims to drive to the 200 block of Kensington Drive to get more marijuana, but two men wearing masks approached the car. The offenders displayed a gun, demanded property from the men in the car, and took a backpack containing marijuana and a cellphone from the men in the car. The masked men also took a purse from one of the girls and a cellphone from the other girl, according to the state’s attorney.

One of the masked men struck one of the male victims while he was in the car, and one of the offenders also fired the gun into the air.

Streamwood detectives discovered messages on a cellphone in which Kennedy and the juvenile communicated robbing the men, according to the state’s attorney.

Kennedy, 5’08” 150 LBS, was charged with armed robbery (no firearm), which is a felony punishable by up to 30 years in prison.

During the bail hearing at Rolling Meadows Cook County Circuit Court, Judge Joseph Cataldo described the violent nature of the crime, the use of a firearm by the co-defendant, and the physical violence of striking one of the men. Judge Joseph Cataldo ordered Kennedy prohibited contact with the male victims.

The two masked male suspects are not in custody. There was no mention whether the identity of the two male suspects is known, but the investigation is still underway.

Kennedy is scheduled to appear in Rolling Meadows Cook County Circuit Court on September 8, 2016.

Streamwood police and firefighter/paramedics responded about 11:34 PM Monday to a report of an Activated Fire Alarm on the board at NWCDS for the Fresh Express commercial building, 1109 East Lake Street Streamwood, Il. Report of an Activated Fire Alarm on the alarm board at Northwest Central Dispatch System 9-1-1 Center for the Fresh Express commercial building in Streamwood.

All employees were evacuated before firefighters arrived, but several complained of breathing difficulty, according to fire officials. Five employees were transported to St. Alexius Medical Center in Hoffman Estates. Two firefighters were exposed to ammonia and were also transported to the hospital for treatment. Firefighters wearing protective suits and equipment were decontaminated upon exit from the building.

As of 7:25 a.m. Tuesday the building was not yet determined to be safe to enter by people not wearing personal protective equipment. Hazmat technicians were monitoring air quality for the complete building while ventilating the building using multiple fire department Mobile Ventilation Units as far as Chicago Fire Department and from Rockford area fire departments.

Streamwood firefighters also responded about 12:35 a.m. Tuesday to a second, unrelated incident — a working fire — at 712 Bonded Parkway for a fire at the rear of a custom sheet metal shop, Progress Dynamics. The fire was extinguished in a short time.

KEY FACTS …
Seven people were transported to St. Alexius Hospital in Hoffman Estates — possibly as a result of, or related to — exposure to an ammonia leak at Fresh Express — salad packaging plant.

Ammonia, as a hazardous material leak, is considered a high health hazard (posing a risk to health and life) because it is corrosive to the skin, eyes, and lungs.

Fresh Express is a Division of Chiquita Brands.

Fresh Express makes packaged, ready-to-eat salad products.

More than 700 employees are employed at the location.

Fresh Express has operated at the Streamwood location since 2013.

+ + + +

INCIDENT DETAILS

Engine 31’s crew on arrival reported nothing showing from the outside of the building.

Streamwood Battalion Chief 9 reported a possible ammonia leak and requested two additional ambulances.

Battalion Chief 9 reported they have learned that a forklift might have hit an ammonia line inside the building.

A Hazmat Level 2 was activated and a total of a six-ambulance response was activated at the scene after two additional ambulances requested about 12:38 a.m.

All on duty Division 1 hazmat techs were due to the scene.

Fire command was using a MABAS DIVISION 1 Change of Quarters on BOX #4 for the ammonia leak for ambulances.

A canteen requested.

A Mobile Ventilation Unit (MVU-1 stationed at Elk Grove Village) was requested at 1:05 a.m. Additional mobile ventilation units were requested about 6:45 a.m. as firefighters worked overnight and early morning trying to bring down ammonia levels.

Mobile Ventilation Units from MABAS Division 27 (Chicago Heights, Park Forest area), MABAS Division 8 (Rockford area), and MABAS Division 9 (Chicago Fire Department) were being requested to the scene.

A large area of the salad packaging warehouse on Lake Street near Walnut is refrigerated

According to the Department of Labor’s Occupation Health and Safety Administration (OSHA), Ammonia is considered a high health hazard because it is corrosive to the skin, eyes, and lungs. Exposure to 300 ppm is immediately dangerous to life and health. If the possibility of exposure above 300 ppm exists, firefighters use MSHA/NIOSH approved self-contained breathing apparatus with a full facepiece operated in a pressure-demand or other positive-pressure mode. Ammonia is also flammable at concentrations of approximately 15 to 28% by volume in air. When mixed with lubricating oils, its flammable concentration range is increased. It can explode if released in an enclosed space with a source of ignition present, or if a vessel containing anhydrous ammonia is exposed to fire.

 OSHA FIRST AID …

OSHA First Aid for Ammonia Exposure

Decontaminate the victim as quickly as possible. Start with the eyes. The whole body, or exposed area, must be flushed with generous amounts of water; this includes the hair, ears, under the chin, and armpits. Water sources such as showers, hoses, eye wash stations, or stock tanks are acceptable.

Ensure trained personnel and adequate first aid supplies are readily available [29 CFR 1910.151(b)]

Contact with the Eyes

Even if only a small amount of ammonia enters the eyes, irrigate the eyes with an abundance of water for a minimum of 15 minutes. Continually and thoroughly flush the entire eye surface and the inner lining of the eyelids. Eyes affected by ammonia close involuntarily, so the eyelids must be held open so that water can flush the entire eye surface, as well as the inner lining of the eyelid.

If there is no physician available, continue irrigation for an additional 15 minutes.

Do not wear contact lenses when handling anhydrous ammonia. If ammonia gets in the eyes, the ammonia will get trapped under the lenses causing even more damage. They may also prevent immediate flushing of the eye surface.

Serious eye injury should be treated by an ophthalmologist, but in an emergency, wash with large quantities of water for 15 minutes or more as quickly as possible. In fact, the only real hope for preventing permanent eye injury lies in quick and generous washing.

One suggestion for those likely to be exposed is to carry a small, eight-ounce squeezable squirt bottle filled with water, which can be used to get excess ammonia out of the eyes until a larger water supply can be reached. This small amount of water is not sufficient to remove all the ammonia. It is essential that the eyes be irrigated for a minimum of 15 minutes as soon as possible.

Another emergency method is to duck the head in water and rapidly blink and move or rotate the eyes about.

Contact with the Skin

It is essential that any ammonia spilled on the worker be removed immediately and that the worker be moved to an uncontaminated area quickly.

Clothes that have been saturated by liquid ammonia may freeze to the skin. In any case, the victim, still clothed, should get immediately under a shower, if available, or jump into a stock tank, pond, or into any other source of water. Time is important! Remove clothes only after they are thawed and they can be freely removed from frozen areas. If the clothing is removed incorrectly, whole sections of skin can be torn off.

No salves, creams, ointments, or jellies should be applied to the skin during a 24-hour period following the injury since this will prevent natural elimination of the ammonia from the skin. After the 24 hour period, the medical treatment is the same for thermal burns. A physician should view any second- or third-degree freeze burns of the skin.

Taken Internally

This is what you should do if ammonia is ingested:

Call a physician.

If conscious, have the victim drink large amounts of water.

Do not induce vomiting if the victim is in shock, in extreme pain, or is unconscious.

If vomiting begins, place the victims face down with head lower than hips. This prevents vomit from entering the lungs and prevents severe injury.

Inhalation

In all inhalation exposures, severe or minimal:

Take the exposed workers at once to a clean, uncontaminated area.

Watch workers exposed to low concentrations for a short period of time. They will usually require no treatment and can be released.

For severe exposure to higher concentrations:

Call a physician.

Administer oxygen by an individual who is trained and authorized to do so by a physician. This will help relieve pain and symptoms of lack of oxygen.

Begin artificial respiration immediately if the patient is not breathing.

Keep victim warm (but not hot) and rested until transported to the hospital.

Summary

In any accident involving contact with ammonia with the eyes or skin:

Immediately flush the affected area with large quantities of clean water.

Place the injured person into a container of clean water or under an emergency shower.

Provide the injured worker with first aid treatment and call a physician at once in the case of extreme exposure. Give the physician a complete account of the incident.

Seconds count, wash the ammonia away with water immediately.
